Strategic Planning Consulting

PD Consult has collaborated with dozens of clients (Ministries, public institutes, companies, NGOs), from various sectors, in the development of strategic plans, namely, in Cabo Verde, the Ministry of Tourism (in 2009), the Ministry of Youth (in 2013), the Secretary of State for Public Administration, the Court of Auditors, the Superior Council of the Judiciary, FICASE, the Institute for Quality Management and Intellectual Property (IGQPI), the Cabo Verdean Foundation for Solidarity, the SOS Villages of Cabo Verde, Casa do Cidadão, the IFH, Cabo Verde Broadcast, the Chamber of Commerce of Sotavento, among others. The consultancy included, in general, support in structuring a long-term vision taking into account the history, the evaluation of the current context (external and internal) and the expectations of the various relevant actors, the establishment of objectives to be achieved in the medium and long term, the identification of priority areas and intervention strategies, operationalization plans, and monitoring and evaluation mechanisms. 

Strategic decision support consulting

PD Consult has advised several clients, top managers, public and private, in processes of strategic decision-making of relevant structural impact or high risk. Notably: (i) processes related to transformation or merger of public institutions such as the one that resulted in the transformation of INERF into SONERF, the merger of the Roads Institute and the Road Maintenance Support Fund, the transformation of the Directorate General of Infrastructure into Infraestruturas de Cabo Verde, SA, the transformation of the National Institute for Water Resources Management (INGRH) into the National Water and Sanitation Agency (ANAS), the restructuring of the Pharmaceutical and Food Products Regulatory Agency (ARFA) into the Health Institutions Regulatory Entity (ERIS), among others; (ii) prior assessment of the estimated impact of changes in legislative and regulatory frameworks (introduction of the Tourist Tax in Cabo Verde, standardization of VAT on the tourism sector, introduction of the Minimum Wage in Cabo Verde, change of the legal framework applicable to the sector of regulated medicines, introduction of the mechanism of Indicative Reference Prices (PIR) in the contracting of private security services by the State); (iii) restructuring projects of business groups and their governance, decisions to create, close or restructure business units (companies), etc. 

Performing organizational diagnostics

PD Consult has supported several clients, public and private, in the preparation or revision of governance and management fundamental instruments, including adaptation of by-laws, preparation of procedure manuals and internal regulations, preparation of PCCS (Plan of Positions, Careers and Salaries) and Salary Scales, etc. Among the PD Consult clients in this area are ERIS (Regulatory Entity of Health Institutions), Infraestruturas de Cabo Verde (ICV), Estradas de Cabo Verde (ECV), Instituto Nacional de Meteorologia e Geofísica (INMG), among others.

Performing organizational diagnostics

PD Consult has supported several clients in the accomplishment of internal diagnosis of their organizations aiming to identify improvement areas and to advise corrective actions, in aspects such as functioning of the governance structures and decision making processes, financial management, purchasing and logistics management, commercial management and marketing (when applicable), people management and organizational climate studies, management information systems, operational, economic and financial performance, among others. Among PD Consult's clients in this domain are the Court of Auditors, the Superior Council of the Judiciary, IFH, SA, Correios de Cabo Verde, EPE, and several private companies (which cannot be identified for contractual reasons). 

Competence assessment and survey of training needs

PD Consult has collaborated with clients (at public and private level) on assessment processes of internal competencies and survey of training needs, combining different methodologies such as internal surveys, in-depth interviews, focus groups, among others, resulting in proposals for tailored training plans. Among the clients with whom PD Consult has collaborated in this domain, of note are the Luxembourg Cooperation (Study of Organizational Analysis and Forecast Management of Human Resources for the definition of a policy of integration education/training/employment), the Financial Information Unit (FIU), in a project financed by the European Union, the Ministry of Education (universe of School Groupings Directors and Managers of Poles), the General Inspection of Education (universe of Education Inspectors), among others. 

Design and implementation of tailored training projects

PD Consult - which is a Certified Training Entity by the Directorate General of Employment, Training and Professional Internships of Cabo Verde - has worked with several clients in the design and implementation of tailored training projects in various fields, of variable format and duration. Clients include the Financial Intelligence Unit (FIU), in a project funded by the European Union ("Training in Prevention of Money Laundering and Terrorist Financing"), the Luxembourg Cooperation ("Training Program for Technical Staff of Ministries and Key Institutions participating in the implementation of the Integrated Plan for Education, Training and Employment"), the General Inspectorate of Education ("Training Plan for Education Inspectors in Financial Auditing"), the Ministry of Education ("Training Plan for School Grouping Directors and Hub Managers in Leadership, Change Management and Team Management"), UNIDO ("Training of Public Administration Staff in Strategic Planning"), as well as training projects for private companies. Conferences, workshops and socialization ateliers. PD Consult has co-organized, participated and/or facilitated dozens of thematic public events in different domains, either in the framework of socialization of studies and consultancy reports elaborated by the company, or in events where representatives of PD Consult are invited as speakers or facilitators. 

 

  

Sectoral Studies

PD Consult has conducted dozens of specific studies to support decision making in the areas of tourism, vocational training and training needs, policies and tax administration, municipalism and municipal revenues, subsector of private security services, water management (studies on economic value and total cost of water for agriculture in Cabo Verde), labor market, impact of public policies (introduction of the Minimum Wage, introduction of the Tourist Tax, implementation of the Unemployment Benefit, standardization of VAT rate in the tourism sector), production and distribution of medicines in Cabo Verde, social housing, migration and development, foreign trade, justice sector in Cabo Verde, pre-school education, among others.

Socio-economic characterization studies

PD Consult has worked with several clients, predominantly public, in the realization of socioeconomic characterization studies of delimited communities. Notably, as an example, the mapping of the socio-economic profile of the populations in the area of 03 hydrographic basins in the Santo Antão island. 

Surveys

Single-handed or in partnership with other companies, PD Consult has conducted dozens of surveys for public and private clients, national and foreign, with emphasis on satisfaction assessment surveys for clients and users (ASA - assessment of services available at all airports in Cabo Verde), surveys for study on migration and development, surveys in the areas of marketing for companies in various sectors (assessment of awareness, compared or induced awareness, perception, criteria for choice, satisfaction, expectations, etc.).
